The Ukrainian delegation has arrived to the area of the Ukrainian-Belarusian border to take part in negotiations with representatives of the Russian Federation.
The delegation includes David Arahamiya, Servant of the People faction, Oleksii Reznikov, Minister of Defense of Ukraine, Mykhailo Podoliak, Adviser to the Head of the Presidential Office, Andriy Kostin, First Deputy Head of the Ukrainian Delegation to the Tripartite Contact Group, Rustem Umerov, Member of the Parliament of Ukraine, and Mykola Tochytskyi, the Deputy Minister of Foreign Affairs of Ukraine.
The key issue of negotiations is an immediate ceasefire and the withdrawal of troops from Ukraine.

Fifth day of the full-scale war of Russian aggression against the people of Ukraine. We stand firm. During this time, we have experienced so much as other nations may not have in decades. We have been told for a long time that there is something wrong in this or that issue. That the Ukrainians have to do so-called “homework” for decades. Because of this we often did not notice what we are really capable of. And now we have shown ourselves to the fullest. And it’s inspiring. For everyone. In every conversation with our partners I hear sincere respect. Ukrainians have shown to the world who we are. And Russia has shown what is has become. Just think about it: during the Russian invasion – in just 4 days – sixteen Ukrainian children died as a result of the Russian shelling. Sixteen! 45 children were wounded. Every crime, every shelling that the invaders commit against us, unites us and our partners even more. Russia did not believe in such a solidary and powerful reaction. But Ukrainians have changed that story.
The European Union has decided to supple us with weapons. We are grateful. Yesterday I spoke with Ursula von der Leyen, the President of the European Commission about further, even stronger steps. Europeans are aware that our soldiers are fighting for our country and, consequently, for the whole of Europe. For peace for all European countries. For the lives of children, for equality, for democracy. And this gives us the full right to do the following. We appeal to the European Union for Ukraine’s immediate accession under a new special procedure.
We are grateful to our partners for being with us. But our goal is to be with all Europeans and, most importantly, to be equal. I am confident, this is fair. I am confident we deserve this. I am confident that all this is possible. Yesterday I spoke with the Presidents of Portugal, Lithuania, President of France Emmanuel Macron and the President of Poland Andzej Duda. I am especially grateful to Andzej for our fruitful work. I spoke with the Prime Ministers of Belgium, Spain, and Prime Minister of the United Kingdom Boris Johnson.
Support of our anti-war coalition is unconditional and unprecedented. Europe has closed the sky to all Russian planes. Global business refuses any ties with Russian companies. Let’s see how this week will end for the Russian currency – what will be the fall of the ruble. As long as this criminal invasion of Ukraine continues, the Russian state is suffering losses as if the war passed through their territory.
Why do you need all this? Russian mothers, Russian teachers, Russian entrepreneurs, ordinary people. For what? Four and half a thousand Russian soldiers have already been killed. Why did you all come here? Why do the columns of your armoured vehicles go against us? From our Crimea, from Yalta, Yevpatoria, Sudak, Simferopol… These are not the names of military camps for tankers. Once again: four and half thousand Russian invaders killed. (In Russian: ) Throw away our equipment and leave. Do not believe your commanders. , your propagandists, just save you lives.
We dedicate every hour to strengthening of our state. Anyone who can join the fight against the invaders must do so. Therefore, a decision was made – not easy from a moral point of view, but useful from the point of view of our protection. Under martial law, participants in hostilities – Ukrainians with real combat experience – will be released from custody and will be able to compensate for their guilt in the hottest spots of war. All sanctions are lifted from some people who took part in the anti-terrorist operation. The key now is defense.
When I ran for presidency, I said that each of us is the President. Because we are all responsible for our state. For our beautiful Ukraine. And now it turns our that each of us is a warrior. The warrior in his or her place. I am confident that each of us will win.

The enemy continues the offensive operation against Ukraine with the support of operational-tactical and army aircraft using high-precision long-range weapons.
During the previous day, the Russian occupiers fired up to 30 missiles and 4 air strikes, mostly from the airspace of the Republic of Belarus. Since the beginning of the open aggression, the enemy has used about 180 Iskander cruise and operational-tactical missiles.
The air and space forces of the RF Armed Forces are on duty in the airspace of the Republic of Belarus. The airfield network of the Republic of Belarus is used for transportation of personnel and cargo. There is a high probability of using the armed forces of Belarus.
In Polissya, the enemy suffered significant losses and is trying to replenish them at the expense of airborne troops of the RF Armed Forces.
He has completed the regrouping in the Seversky direction and is trying to continue the offensive in the Chernihiv-KYIV direction. Three BTGr in the areas of Khomutovka, Gluhiv, Baturyn are stopped.
Motorized Rifle Unit 14 of the Army Corps of the Northern Fleet of AF RF on the border of Sumy – Okhtyrka – Poltava suffered significant losses and lost offensive potential.
The enemy was stopped in the Slobozhansky direction.
In the Donetsk operational area the enemy with forces of 1 and 2 Army Corps with artillery support of the Armed Forces of the Russian Federation tries to conduct offensive actions. The goal of the aggressor to reach the administrative borders of Donetsk and Luhansk regions has not been achieved.
In the Tavriya direction, the enemy, after regrouping, tried to organize an offensive on Mykolaiv and did not abandon attempts to land a naval landing in the area of Mariupol. The Armed Forces of Ukraine are defending the borders.
Despite significant losses and slowing down the offensive in some areas, the enemy does not abandon its main goal – to gain control of Kyiv. The capital’s defense forces have taken measures to counter the enemy.
A group of diverse Navy of the AFU forces continues to fight in the southwestern part of the Black Sea. Carries out defence of bases and ports of Odesa, Pivdenny, Ochakiv, Chornomorsk from the sea direction.
The Air Force Group of the Armed Forces of Ukraine covers from the air units and subdivisions of operative groups of troops throughout the territory of Ukraine.

At one of the Odesa block post, border guards exposed two men who are members of a sabotage and reconnaissance group.
Border guards found suspicious people who took photos and videos of the actions of our border guards near their fortifications in Odesa.
During the search of the men’s personal belongings, the border guards found in the detainees’ phones a significant amount of information about the location of our forces and means and correspondence via mobile applications with unknown persons, which indicates that they belong to enemy sabotage and reconnaissance groups.
The detained saboteurs were handed over to the Ukrainian security service.

As of 11:00 on February 28, the power system of Ukraine is operating in a stable way in autonomous mode. The network frequency is maintained at 50 Hz. All nuclear, thermal and hydroelectric power plants operate in Ukraine.
Control over major critical energy infrastructure has not been lost. Information about the capture of Zaporizhzhya NPP by the occupiers – FAKE! NNEGC Energoatom reports that Zaporizhzhya NPP is operating normally.
Forced shutdowns of consumers to reduce consumption do not apply. There is no reason to forcibly or voluntarily reduce electricity consumption. There is no need to turn off all electrical appliances in the evening to reduce consumption!
Maintaining usual way of electricity consumption helps maintain balance in the power system, which is an essential condition for its stable operation!
The main objects of transmissions networks work smoothly in a normal way. Ukrenergo’s operational repair crews and distribution system operators work day and night to repair damaged power lines at the earliest opportunity between battles.
Morning peak consumption on February 28 and operation of generation
Electricity consumption has decreased since the beginning of the war in Ukraine. However, today, February 28, the maximum power consumption in the morning (when lights and household appliances are turned on massively) has increased. On February 27, morning peak consumption was 13.9 GW, and today, February 28, it has already risen to 14.6 GW (at 08:50). As of 11:00, the level of consumption in the power system decreased to 14.2 GW.
However, so far almost all types of power plants are operating at reduced capacity due to low consumption. In particular, on February 28, as of now, the NPPs were operating together at a capacity of about 7.2 GW. The total capacity of the TPP at the morning peak consumption is about 4.3 GW. At the same time, a significant number of power units of different types of power plants were shut down due to low consumption (in the cold reserve).

Ukraine’s energy system operates in a stable way and has sufficient reserves of energy resources to provide consumers.
At the same time, due to the damage caused by hostilities, 316 settlements and 332 thousand consumers remained without electricity (completely or partially).
In the territory of Zhytomyr, Rivne, Zaporizhia, Kyiv, Chernihiv, Sumy and Kharkiv regions, 11,675 consumers remain without gas supply due to hostilities.
Field service teams continue to perform emergency response and restorations works on the ground and at the first opportunity repair work and connect consumers.

Zaporizhzhya NPP is under the control of Ukraine and operates normally! Like the other three nuclear power plants.
There are no violations of the conditions of safe operation.
NNEGC Energoatom, as the operator of all operating Ukrainian nuclear power plants – Zaporizhzhya, Rivne, Khmelnytsky and South-Ukrainian – officially declares that Russian propaganda media reports that the invaders allegedly took control of the Zaporizhzhya NPP are a cynical fake.
Currently, all four nuclear power plants are under the control of Ukraine and operate normally. Energoatom takes all necessary measures to protect nuclear power plants, organized enhanced defense of nuclear facilities by the relevant units provided by law.
There are no violations of the conditions of safe operation. Radiation, fire and environmental conditions at all NPPs and adjacent territories have not changed and are within current standards.
As of 8:00 am, the current capacity of NNEGC Energoatom was 7,159 MW.

Poland supports Ukraine in the context of accelerating synchronisation of Ukrainian power system with ENTSO-E.
Minister of Energy of Ukraine German Galushchenko met online with the Minister of Climate and Environment of Poland Anna Moskwa.
German Galushchenko reported on the stable operation of the Ukrainian power system in an isolated mode under Russian aggression against Ukraine, assured of the safe operation of Ukrainian nuclear power plants.
Anna Moskwa expressed full support for Ukraine from Poland in the context of the fastest synchronisation of the Ukrainian power system with the European energy system. At the same time, Poland would reach out European partners to fully support Ukraine in this matter.
Poland is already supplying energy to Ukraine and is ready to continue supplying coal and fuel in the required quantities. Ministers agreed on further coordination.

The situation at Novoyavorivsk and Novyi Rozdil CHPs (Lviv region) managed by LLC “Naftogaz Teplo” is quiet. The enterprises are operating as normal. Nonoyavorivsk CHP is supplying heat and hot water to all consumers.
The accident in Novyi Rozdil caused temporary hot water outage for three houses located at the following addresses: 22, 27 Lesi Ukrayinky St. and 44 Tarasa Shevchenka St. Yet, our colleagues have already done all the repairs, the CHP is supplying heat and hot water to all consumers. All consumers of the branches Novoyavorivsk power grids and Novyi Rozdil power grids are provided with electricity.
Over the past day, LLC “Gas supply company “Naftogaz Trading” fulfilled all consumer orders for natural gas supply.The volume amounted to 65 mmcm. The company provides gas supply to almost 12 000 consumers.
JSC Ukrgasvydobuvannya keeps producing gas at all its facilities, except for those located near the contact line.
JSC Ukrtransgaz and JSC Ukrtransnafta keep operating as normal.
OJSC “Kirovohradgaz” is operating as normal without unforeseen emergencies.
JSC Ukrspectransgaz is operating meeting all the requirements of martial law status.

Meta blocks Russian propaganda. Recently Mykhailo Fedorov, Deputy Prime Minister- Minister of Digital Transformation of Ukraine, appealed to Mark Zuckerberg to block Facebook and Instagram for Russians.
First steps in action! Meta started blocking Russian propagandists and media outlets. Meta:
- Created a special operations center where experts monitor and respond to problems in real-time around the clock.
- Added new safety features in Ukraine: for example, the ability for people to lock their Facebook profiles.
- Applied labels to Russian state media and prohibited their ads and monetization of their accounts.
- Expanded the ability of fact-checkers to verify information in Ukrainian and Russian. And they will additionally finance Ukrainian partners engaged in fact-checkers.
- Temporarily eliminated the ability to view and search friends lists in Ukraine to protect Ukrainian users.
- Added a “view once” feature to WhatsApp for photos or videos that vanish after being seen. And “disappearing mode” to automatically erase all new chats after 24 hours to protect the information in case the phone is lost.
- Warns when users try to share war-related images that are more than a year old.
- Warns when users try to connect to a Facebook page, Group or Instagram account that has repeatedly spread fakes.
Also, Facebook pages, Groups, accounts and domains that repeatedly share false information will be removed from recommended and put into a shadow ban, so fewer people will see it.

Google Maps restricts some security features for Ukrainians.
To keep Ukrainians safe, Google Maps has blocked two features in Ukraine that provide real-time information to users:
- Real-time traffic tracking. Some researchers have used it to monitor the situation at a distance.
- Live Business, showing how popular and frequented a place can be at a certain point in time.
This way the enemy will not be able to track traffic online and places where both Ukrainian military and occupant units are based.

Kyiv continues to defend itself. Fortifications are being established in the capital and restrictive blocks are being erected near strategic enterprises and institutions. All critical infrastructure facilities in the city are operational. The mayor of Kiev Vitaliy Klitschko declared it in the video address.
“Kyiv continues to defend itself. Our military, law enforcement and territorial defense continue to detect and neutralize saboteurs whose groups are in the city. Fortifications are being erected in the capital, and restrictive blocks are being erected near strategic enterprises and institutions. There were clashes and combats again at night. Our fighters, in particular from the territorial defense neutralized and captured several sabotage groups. I will remind, for the sake of safety of Kyiv we introduced a curfew. Do not go outside at this time. You can leave only if, at the signal of the air alarm, you go to the shelter,” – Vitaliy Klitschko said.
The mayor of Kyiv said that all critical infrastructure facilities in the capital are working. Underground subway stations work as a shelter for people. Hospitals of the capital work in wartime. They accept both those who seek emergency help and those who are brought by ambulance.
A humanitarian headquarters has been set up in Kyiv to help Kyivans who need it. Information on the collection and provision of assistance – on the official resources of the city authorities.
